1. What is a Revaluation?

A revaluation is a systematic process of performing a Market Analysis to determine accurate and equitable values for all taxable and tax-exempt properties within a municipality as of a specific date. The primary purpose of a revaluation is to eliminate any assessment inequities that may have developed since the implementation of the last revaluation (2018). The purpose of a revaluation is not to raise taxes. It is to create an equitable distribution of the tax load.

2. What is a Grand List?

The Grand List is a listing of all assessed properties in a particular Town.

3. How is my assessment determined?

Buyers and Sellers determine Market Value.  The estimated market value of your real property is based on an analysis of the market for the full year prior to the completion of the revaluation project. Your real property’s assessment is based on its estimated fair market value at the time of revaluation.

Appraisers will analyze the recent sales in order to make comparisons and set valuation parameters (models) which will be utilized to estimate the value of properties.

4. When will I find out what my new assessment is?

Each property owner will be mailed a notice of the new assessment in November 2023.  

5. What factors affect value?

Some factors are: location, size, quality of construction, age of improvements, etc. 

Your field card contains a detailed list of factors used for your property.

The “Field Card” or “Assessor’s Card” is available in the Assessor’s Office.  A summary of your field card can be found online at: https://gis.vgsi.com/madisonct/search.aspx.

6. How will I know if my assessment is equitable?

Compare your properties to similar properties in your area that sold in the previous year.   Your value should be in-line with these sale prices.  You can review the field cards for these sales in the Assessor’s Office or a summary of the field cards online at: https://gis.vgsi.com/madisonct/search.aspx.

7. What if I don’t agree with my new assessment?

If you believe that the new estimated fair market value does not accurately reflect the fair market value of your property for the October 1, 2023 Grand List, the first step is for you to contact the Revaluation Company.  Included in the November 2023 notice will be instructions on how to schedule an appointment with Vision Government Solutions, Inc. for an Informal Hearing to review your new assessment.  A member of the Revaluation Company will go over your property record card with you.  No decisions will be made at the time of your hearing. A notice will be mailed to you once your information has been reviewed.

8. What information do I bring to the Informal Hearing?

During the hearing, the property owner can voice their concerns. Bring whatever documents, calculations and other evidence you believe correctly determines the value of your property. An appraiser will make the determination as to whether an additional inspection is necessary.  Those attending a hearing will receive a notice. 

9. What if I still don’t agree with the decision from the Informal Hearing?

Connecticut State Law provides for a municipal Board of Assessment Appeals.  If you feel that your assessment is incorrect for any reason, you have the right to file a Petition to the Board of Assessment Appeals.  The petition must be filed in the Assessor’s Office on or before February 20th.  The Petition Form will be available online at www.madisonct.org/Assessor (under Assessment Appeal) or in the Assessor’s Office.  Only individuals who have completed and filed a timely Petition Form will be granted a hearing before the Board of Assessment Appeals. If an agent represents you, a Notarized Agent Form must be on file with your petition or brought to your hearing.  It is recommended (as you did in the Informal Hearing) to bring whatever documents, calculations and other evidence you believe correctly determines the value of your property. The Board may want to schedule a site visit to your property.  

10. Who makes up the Board of Assessment Appeals?

Members of the Board are elected for four year terms. There is a five member Board. They are required by law to be electors, or residents of Madison. A current listing of Board of Assessment Appeal members can be found on the Town’s website. 

11. What can the BAA do?

The Board has the authority, by way of a simple majority vote, to change your assessment for a period of one year. Note that this is not a permanent change and you should not expect that it will automatically be repeated next year. 

12. What if I still don’t agree with the decision from my Formal Appeal to the Board of Assessment Appeals?

You may appeal the Board’s decision to a Court of Law.

13. What about the elderly and other hardship cases?

The law requires that the Revaluation Company (and the Assessor) assess/appraise property. As sympathetic as we may be, State Law does not permit us to take matters of hardship into consideration. However, there are Connecticut State Statues that provide tax relief for qualifying persons who are disabled and/or over 65 years of age.  There are also other Statutes that provide exemptions for those who are veterans, disabled and blind.

14. When will the new assessments be effective?

The revaluation will be effective for the October 1, 2023 Grand List.  The tax bill you receive in June of 2024 will be based on your new assessment.

15. How are my taxes determined?

During the town budget process, the financial needs of the town are examined on a department-by-department basis.  The Board of Selectmen and the Board of Finance arrive at a final budget (which is funded primarily by property taxes). This budget must then be approved by referendum.  The Board of Finance then sets the Mill Rate, which is the dollar amount of tax due per $1,000 for assessed property in town. 

Pursuant to C.G.S. 12-62a(b) “Each such municipality shall assess all property for purposes of the local property tax at a uniform rate of seventy per cent of present true and actual value…”. Your tax bills would be calculated as follows:

Academy School

1. What is the history of Academy School?

The original Hand Academy was gifted from Daniel Hand in 1884 and became a free public high school in 1887. The original building was demolished and Academy School was constructed in 1921. A rear addition to the school was constructed in 1936. The school was vacated by the Board of Education in 2004 and turned over to the Town in 2011.

2. When Hand Academy was gifted to the Town of Madison, what were the conditions of acceptance?

There were three conditions of acceptance, generally summarized as follows: (1) “Said property always to be known as Hand Academy”, (2) “Nor shall the same be used for any other purpose”, and (3) “Said town shall employ a suitable teacher or teachers…. At least 8 months of each year”.

3. Do the conditions of acceptance still apply?

No, in 1958 the Daniel Hand estate trustees (American Missionary society) released the Town of Madison from the three conditions in conjunction with Town Meeting approval to build a new high school (what is now Polson Middle School) on Green Hill Road. The release required that the new high school to be named “Daniel Hand”.

4. How big is the property?

The Academy School property is 5.13 acres, which includes the ball fields, playground, and basketball court. The property extends north-to-south from School Street to Bradley Road and east-to-west from Academy Street to the church property.

5. What is the property zoned?

The property is located within an R-2, Zoning District. The primary use allowed in the R-2 District is single-family residential dwellings, but several uses may be approved by special exception including municipal buildings, fire houses, bus or railroad passenger stations, and other public utility buildings as well philanthropic, educational, recreational or religious use by a duly incorporated, non-profit body, governmental unit or community association.

6. Can the property be rezoned to permit additional uses?

Yes, the Planning & Zoning Commission has the authority to change the zone and/or amend the regulations to permit additional uses on the property. Any such action requires a public hearing to be held.

7. What approvals would be required if the property were to be redeveloped?

Since the property is located within the Madison Historic District, approvals must be secured from both the Historic District Commission and the Planning & Zoning Commission for any proposed redevelopment. The Historic District Commission also has approval authority over full or partial demolition of the existing building, and the Planning & Zoning Commission has approval authority over use of the existing building. The property is also located within the Downtown Village District, which triggers additional requirements for architectural and aesthetic review of any proposed development in view from public roadways.

8. Can the property be subdivided?

The property exceeds the minimum lot area required for subdivision potential; however, 4.87 acres would be required to be sold along with the building in order to conform to the lot coverage requirements of the R-2 zoning district.

9. Is there enough parking to support a reuse of the property?

The zoning regulations do not contain specific requirements for educational uses. If the building were developed into condominiums or commercial space, it is likely that additional parking will be required.

10. What would happen to the ball fields if the property is redeveloped?

The future of the ball fields is contingent on future use of the site. If the ball fields were displaced to accommodate redevelopment, the Town would consider providing ball fields at another location, based on what is needed.

11. What are the current cost estimates to renovate the property?

$8 Million+

12. What is the current appraised value of the property?

The current appraised value of the property, according to Town of Madison Assessment records, is $5,304,700.

13. If the property were developed beyond just the school building itself, how much tax revenue would be generated?

That would depend on the value of the development that is approved. As we move further along in the process, we will be able to look at different proposals and determine what additional revenues would be generated.

14. What will happen to the food trucks if the property is redeveloped?

he future of the food trucks is contingent on future use of the site. It is possible that the food trucks could stay where they are, move to Academy Street, or be relocated elsewhere with approval of the Board of Selectmen.

15. How much tax revenue would be generated if the property were sold as-is?

Based on the current assessed value of the property listed in the Town of Madison Assessment records, it would generate $98,365 in tax revenue per year.

Beach Parking Stickers

1. Overview

Madison taxpayers are able to obtain a vehicle sticker for parking at any of the three town beaches.   Taxpayers up to age 64 will be charged $40 for first vehicle sticker and $20.00 for each additional vehicle registered to their name.  Seniors age 65 and over shall be charged $10 per vehicle.   Veteran’s Discount - one vehicle registered in their name at $10.00 and any additional vehicles will be charged $20.00 each.  

2. May I renew a pass I had purchased last year online?

A: Yes, as a seasonal Pass holder from the previous year you have an account within our registration system. 

Steps:

1. Login to the Beach and Recreation online program registration website. 
   • Username is your primary email address.
   • Use the Forgot links if needed.
2. Once on the main page click the renew pass button – your pass information will be displayed.
3. Select the pass/passes you wish to renew and click add to cart.
4. If you are done shopping select checkout and follow through the payment screen.
5. Make sure to print out your receipt (or save on your phone) as you will need to show this to the gate attendant.

3. What do I need to bring with me to purchase a sticker in person?

Please bring with you the vehicle registration for each vehicle you wish to purchase a sticker for as well as a photo ID of yourself.   If the vehicle is not registered in the Town of Madison, you will also be required to show proof of taxpayer status. (Town of Madison Tax Form)   To qualify for senior rate you must provide proof of age by driver’s license or birth certificate.

4. Where does my sticker need to go on my vehicle?

In order to be valid, your sticker must be permanently affixed (not taped) to the inside Driver’s side of your vehicle windshield

5. What form of payment is accepted at the Surf Club Office?

Credit cards (Visa, Mastercard, Discover), personal checks, and cash are accepted at the gate. 

6. May I purchase a day pass?

Absolutely!  Daily tags will be sold seven days a week at the Surf Club office.  

Resident Daily Rates: Residents $10 per vehicle

Proof of taxpayer status is required.  Please show tax bill, car registration, mortgage document, photo ID.

7. I am a senior/disabled non-driving resident.

If you do not have a car registered in your name and depend on others to drive you to the beach you may purchase a Caregiver/Senior Non-driver pass that is non-transferable.  You must be in the car at the time of use and present a valid photo ID.  Tag price $10.00

8. Can my Nanny/Babysitter bring my children to the beach?

You may purchase a Nanny Tag.  Children must be present when the tag is used for beach parking. 

Nanny Tag $40.00, does not qualify for additional family member discount.  Limit of one Nanny Tag per family.

9. Non-Resident Relatives Staying With You

Parents, grown children, and other family members who do not reside in Madison, but are staying for the summer do not qualify for resident beach stickers.  You may purchase a daily visitor tag, or bring them to the beach in your car.

10. Lost Stickers

Although we sympathize with you, a replacement tag will cost $20.00

11. Rental Car due to accident/repairs

As a resident you may purchase a $10 daily tag to park at the beach. 

If your car will be in the shop for over 3 weeks we will issue a temporary sticker when you bring the sticker from your windshield and the rental car paperwork stating the dates of the rental. When you get your car back, bring in the sticker again and we will reissue a new sticker for your car at no additional cost.

12. Replaced Windshield

Bring in your old sticker and we will reissue a new sticker for your new windshield at no additional cost.  If you are unable to bring the old sticker you will need to purchase a $20 replacement.

13. New/Replacement Vehicle

if you bring your old sticker from the replaced car, we will re-issue a sticker at no additional cost.  If you did not remove the sticker from the old car, you will need to purchase a $20 replacement sticker.

14. Bringing Friends to the Beach

You may bring your friends to the beach in your vehicle, or you may purchase a daily visitor tag for them at the Surf Club Office ($10 per vehicle).  

Guest tags are available for purchase at the Surf Club Office.  

You may also purchase guest tags in advance at the Surf Club Office during business hours.

15. My vehicle with the sticker is unavailable

If you cannot bring your car (with the sticker) to the beach, you may pay the daily rate at the gate.

16. Once I enter the Surf Club, may I leave and come back?

You may leave the Surf Club, and move between the town beaches during the day.

17. Purchasing Daily Passes

Resident Daily passes for use at East Wharf, West Wharf and the Surf Club are purchased at the Surf Club.

18. Walkers, Joggers, Bicyclists

Passes are required for vehicles.  Walkers, joggers, and bicyclists are not required to have passes.

Reminder:  dogs are allowed in parking lots and nature trails only and must remain on-leash at all times.

19. I am a residing tenant in town, may I purchase a sticker?

In order to obtain a resident seasonal sticker, you will need to show a copy of your lease agreement (minimum of 14 weeks) and car registration.  Both documents must have your name and address on them.  If you reside less than 14 weeks, you can purchase daily visitor tags ($10) with a copy of your lease agreement.

20. Borrowed Cars

Vehicles must be registered in your name or have lease paperwork to support that you are leasing the car.  Borrowed cars do not qualify for purchase of parking stickers. You may purchase a daily tag with proof of residency.

Fluoride

1. What are the beneficial effects of fluoride?

Fluoride has been shown to prevent tooth decay. This relationship was discovered in the early part of the 20th century when it was observed that residents of certain areas of the United States developed brown stains on their teeth. These stained teeth, though unsightly, were highly resistant to dental decay. In the 1930s, it was discovered that the prevalence and severity of this type of mottled enamel was directly related to the amount of fluoride in the water.

2. What are the adverse effects of fluoride?

Too much fluoride can cause a disease called "fluorosis." At high levels of exposure, the beneficial effects on tooth structure are negated, and the tooth actually becomes weaker. At still higher exposures, the skeletal system is affected, and chronic exposure can be crippling. Skeletal fluorosis is usually restricted to tropical and subtropical regions, and is frequently exacerbated by factors such as calcium deficiency or malnutrition. Fluorosis is widely prevalent in regions of China, India, the Middle East, and Africa. The high incidence of fluorosis in India is due to the fact that large areas of the country contain water supplies with some of the highest known levels of fluoride in the world.

3. How can I be exposed to fluoride?

Individuals can be exposed to fluoride through a wide variety of foods, drinks, and dental care products. Some foods, such as tea and seafood, have high levels of fluoride. Bottled water or beverages can contain fluoride from public water. Mineral water may also have high levels. In the case of natural waters, the variation in the fluoride content from region to region is dependent upon such factors as the source of water, type of geological formation and the amount of rainfall. (Dry regions tend to have higher fluoride.) Surface waters generally have low fluoride while ground waters typically contain more. Certain dental care products have fluoride added, and your dentist can advise you on which formulation may be beneficial to you or your child.

4. What amount of fluoride is optimal?

The estimated range of safe and beneficial intake of fluorides from all sources for adults is 1.5 to 4.0 milligrams per day (mg/day), and less for children and those with renal disease. In contrast, the daily intake of fluoride in regions where fluorosis is most prevalent varies from 10 to 35 milligrams per day (mg/day) and can be even higher in summer months. The World Health Organization’s guideline value for fluoride in drinking water is 1.5 mg/L. Above 1.5 mg/L, mottling of teeth may occur to an objectionable degree. Concentrations between 3 and 6 mg/L may cause skeletal fluorosis. Continued consumption of water with fluoride levels in excess of 10 mg/L can result in crippling fluorosis.

5. What should I do if my well water contains too much fluoride?

If fluoride is present above 1.5 mg/l you should consult your dentist for advice on developing a plan to optimize fluoride intake. This is especially important if you have young children. The simplest and most reliable plan may be to purchase bottled water. Be sure that the bottled water is low in fluoride, as some products may contain more fluoride than your well water.

Other "point of use" treatment options include installing a reverse osmosis or distillation system. For more information on these systems, see the relevant fact sheets in this series. Regardless of the quality of the equipment purchased, it will not perform satisfactorily unless maintained according to the manufacturer's recommendations.

Inland Wetlands Agency

1. Is there a difference between coastal wetlands and inland wetlands? I thought wetlands were all the same kind?

Coastal wetlands, which are also called tidal wetlands, are associated with Long Island Sound and the salt water. The Department of Environmental Protection Office of Long Island Sound Programs and the Madison Coastal Area Management Agency (Planning and Zoning Commission) regulate uses in and near coastal wetlands. Inland wetlands generally contain only fresh water and are poorly drained soils, and these are the types of wetlands that the Inland Wetlands Agency regulates.

2. How do I know if I have wetlands on my property?

First, you might call the Inland Wetlands Office and speak with Robert Kuchta, (Inland Wetlands Enforcement Officer) or visit the Land Use Office in the Town Hall, to look at maps of your property to see if there are any mapped wetlands of your property. If the maps don't clearly show any mapped wetlands, it might also require a site visit from the Inland Wetlands Officer, who would give you a good indication of whether or not you own Inland Wetlands. He might then give you a list of certified soil scientists who are registered in Connecticut to determine soil types. The soil scientist would survey your property for Inland Wetland Soils and work with a surveyor to plot them on a map of your property.

3. Why are wetlands important?

There are many reasons wetlands are important. They are an important component of the water cycle; essential to providing an adequate clean supply of surface and underground water, to maintaining hydrological stability and control of flooding and erosion; to recharging and purification of groundwater, essential to the existence of many forms of animal, aquatic and plant life.

If you have a groundwater well that supplies your drinking water, much of the water that reaches your well comes through the nearby wetland. The wetland is an excellent filter, cleaning out any potential pollution.

Many of our wetland areas provide for open space, as well as create visual and aesthetic diversity in our environment.

4. What are inland wetlands?

Wetlands are more than just ponds, water bodies and streams.

Wetlands means land, including submerged land as defined in Section 2.1 (kk) of the Town of Madison Inland Wetland Regulations, which consists of any of the soil types designated as very poorly drained, poorly drained, alluvial and floodplain.

Areas of the Town are mapped that designate Inland Wetland soil types, but there are also many areas that are unmapped due to their small size (under 1 acre).

5. I have a backyard that doesn't look "wet." Can I extend my lawn or put in a "playscape" for my kids in that area?

The presence or absence of water doesn't automatically qualify or disqualify an area as Inland Wetlands. Inland Wetlands are determined mostly by soil type, as determined by a certified soil scientist. If the area is within 100 feet of the wetland or within the wetland, activities are regulated and require a Regulated Activity Permit. Usually the first site visit by the Inland Wetlands Officer will be sufficient to determine whether an activity, like extending the lawn, or grading for a "playscape" requires a Regulated Activity Permit from the Wetlands Office.

6. What can I do if I have wetlands on my property?

First, you might call the Inland Wetlands Office (203-245-5632) or visit the Land Use Office in the Town Hall at 8 Campus Drive, to look at maps of your property to see how the wetlands are mapped.

Second, you might talk with the Inland Wetlands Enforcement Officer about what is "Regulated" by the Inland Wetland Regulations as a "Regulated Activity." A "Regulated Activity" means any operation within or use affecting a wetland or watercourse by obstruction, by construction, by alteration, by removal or deposition of material or by pollution of such wetlands, whether or not they appear on the Official Inland Wetlands and Watercourses Map of the Town of Madison.

Some activities require an Inland Wetland Boundary Clarification to be approved by the Inland Wetland Agency, before you can proceed with obtaining a Regulated Activity Permit.

Some regulated activities can be approved by the Inland Wetlands Enforcement Officer, and others are approved by the Inland Wetlands Agency.

7. Can I look at maps of projects that might be proposed in my neighborhood or in town?

Yes. Maps of proposed projects are available for review in the Land Use Office in the Town Hall at 8 Campus Drive.

8. Can I dig a pond to drain the marshy areas in my yard to give me more dry lawn?

No, not without a permit from the Inland Wetlands Agency or the DEP. The review process for the permit can be lengthy and costly, requiring drawings done by professional engineers and surveyors, as well as a certified soil scientist. Sometimes a permit requires public hearings if they are considered significant activities.

9. How often does the Inland Wetlands Agency meet?

The Agency generally meets once a month on the first Monday of the month, at the Town Hall at 8 Campus Drive at 7:30 p.m.

10. I'm interested in learning more about wetlands. Where can I get more information?

The Land Use Office has a small library of reference books, and the DEP even has a bookstore with books about wetlands, rivers, pond management, wetland plants, fish, vernal pools and other related topics.

11. I have no wetlands on my property, but my neighbor has some. How does this affect me?

There is a 100 foot buffer area beyond the wetland boundary that is designated as a regulated area, which means that activities in that area require a Regulated Activity Permit. Such activities might include grading, landscaping, installing a pool, shed, garage or even a house.

If a septic system is proposed within 100 feet of a wetland boundary, it too requires a Regulated Activity Permit.

12. Are inland wetlands just "junk" land or is there any benefit I can gain from the wetlands on my property?

Inland wetlands benefit human beings in many ways, even without the slightest manipulation by man. They can provide open space, buffers from wind, provide shade and natural air conditioning, keep our water clean, keep our houses from being flooded, keep our wells and reservoirs filled even during droughts, provide habitats for animals and plants, and keep our earths temperature and natural cycles in balance. Wetlands can provide food for us as well if we learn something about them and the plants they can support.

Manganese In Drinking Water

1. What health effects can manganese cause?

Exposure to high concentrations of manganese over the course of years has been associated with toxicity to the nervous system, producing a syndrome that resembles Parkinsonism. This type of effect may be more likely to occur in the elderly. The new manganese action level is set low enough to ensure that the potential nervous system effect will not occur, even in those who may be more sensitive. Manganese is unlikely to produce other types of toxicity such as cancer or reproductive damage.

2. Is manganese of particular concern for young children?

Yes, and especially so for bottle-fed infants. Certain baby formulas contain manganese, and if prepared with water that also contains manganese, the infant may get a higher dose than the rest of the family. In addition, young children appear to absorb more manganese than older age groups but excrete less. This adds up to a greater potential for exposure in the very young. Since manganese's effects on the developing nervous system have not been adequately studied, it is especially prudent for pregnant women and young children to have drinking water that is below the manganese action level.

3. How do I know if I have manganese in my water?

You may suspect that manganese is in your water if the water is discolored (brownish-red), causes staining of plumbing fixtures (faucets, sinks) or clothing, or has an off-taste or odor. If this is the case, you should have your water tested by a state-certified laboratory for manganese. When you get the results, you should contact your local health department to help you interpret the results.

Marriage

1. How do I get my License?

As of October 1, 2009 a Marriage License in the State of Connecticut can only be obtained from the town of occurrence. The marriage MUST be performed in the town indicated on the license.

Yes. Both parties must appear in person at the same time to process your Marriage License.

3. Do we need blood tests?

As of October 1, 2003, NO blood test is necessary.

4. What else do we need to bring?

• You will need a valid Photo ID (either Driver’s License, or Passport is acceptable). 
• In cases of divorce prior to this union, NO divorce papers are necessary. 
• Complete the Marriage Worksheet from our website to expedient the process. Include the date of your marriage along with the name, address, title and telephone number of the person performing the ceremony.

5. When may the license be used?

The license is valid for 65 days from the date of application and can be used immediately after obtaining it.

6. What is the fee?

The fee for obtaining a Marriage License in the State of Connecticut is $50.00. Payment method is check or credit card. 

Additionally, at the time you obtain your license in Madison, CT we offer you the opportunity to pay for a certified copy of the license which will automatically be sent to you once we have received the original back from the officiator. The current fee for a certified copy of a vital record is $20.

7. What happens to the certificate after the ceremony?

The person who performs the Marriage ceremony must complete the certificate after performing the ceremony. It is their responsibility to return it to the Registrar of the Town where the ceremony occurred.

The town maintains the original license and sends certified copies to the State of Connecticut, and any town(s) of residence within Connecticut that are listed on the certificate for the parties involved. Once that occurs, you may purchase certified copies from either the town of occurrence or the town(s) of residence listed on the certificate.

8. Do we need an appointment?

Yes, you must have an appointment. Please call or email with the date and time you wish to come in. This will ensure there is a Registrar of Vital Records available in the office to execute the license.

1. What do I own that is subject to taxes?

Three types of property are assessed and subject to taxes: real estate, motor vehicles, and personal property. Any land or buildings you own are considered real estate. Registered motorized or non-motorized vehicles, (including cars, trucks, trailers and motorcycles) are considered motor vehicles for tax purposes. Personal property is general category fixtures either owned or leased by business. Unregistered motor vehicles are also taxed as personal property.

2. How is the tax rate established?

The property tax rate is expressed in mills, or thousandths of a dollar. For example: a tax rate (mill rate) of 18.62 mills is equivalent to $18.62 in tax per $1,000 of net assessed value. The Board of Finance sets a mill rate annually. The current mill rate is posted on the Tax Collector homepage.

3. What is the best way to pay my tax bill?

The most convenient way to pay your tax bill is by mail. Be sure to include all bill stubs that you wish to pay and write the bill numbers on the check. If you wish to have a receipt returned to you, please send the entire bill (all stubs) for all bills that you are paying and a self-addressed stamped envelope with your check. We will not send back your receipt if you fail to include a self-addressed stamped envelope.

4. How do I pay taxes by credit card?

5. Who should checks be made payable to?

Make checks payable to the Town of Madison.

6. Can I pay all my taxes on one check?

Yes. You may pay all of your taxes on one check, however, be sure to reference all the list numbers on the memo line of your check.

7. What happens if I pay late?

Taxes are due July 1, payable by August 1. You have a 1-month "grace" period in which to pay without penalty. If August 1 falls on a weekend, you have the first business day in August to pay, in person or by mail (with U.S. postmark used as date of payment).

8. Can the interest on my tax bill be waived?

No. The Tax Collector does not have the authority to waive interest and makes no exceptions. As owners of property, taxpayers are responsible to see that taxes are paid when due. Late is late. The State of Connecticut does not allow anyone to waive interest no matter what the reason for late payment.

9. What if I never receive a tax bill?

Failure to receive a tax bill does not exempt you from payment of all taxes and interest charges. If you do not receive a bill for which you are responsible, call the Tax Collector's Office at 203-245-5641 and request a copy of the bill. 10. What should I do if I think my tax bill is incorrect?

You need to contact the Assessor’s Office at 203-245-5652 for clarification and adjustments to your bill.

11. If I am being improperly billed for a motor vehicle, what should I do?

Contact your Assessor's Office 203-245-5651. Do not ignore your bill, even if your vehicle has been sold and plates returned to Department of Motor Vehicles, stolen and not recovered, declared a total loss, or if you have moved from Madison or moved out of Connecticut. If any of these situations apply to you, you may be entitled to a credit. Contact the Assessor for information regarding the acceptable forms of proof for the issuance of a credit. Two forms of written proof are required, and you must apply for the credit within a limited time.

12. I recently replaced a vehicle, and still got a bill on the old vehicle. Do I have to pay it?

Yes. If you replaced one vehicle with another, and used the same license plates, you will receive a pro-rated Supplemental motor vehicle tax bill in January for the new vehicle. You will receive a credit on the supplemental bill for the amount you pay now on the old vehicle. You will receive this credit without having to apply for it. However, you still must pay the entire amount due on the old vehicle. If you obtained new license plates for the new vehicle, you must apply for a credit. 13. I need to register my car. What do I need from the Tax Collector's Office?

If you owe delinquent property on any vehicle in your name, you may not renew any registrations at the Department of Motor Vehicles without paying your taxes first.

All delinquent taxes in your name must be paid in full for immediate clearance.

14. I have moved. What is my tax jurisdiction for motor vehicles?

Your tax town is your town of residency as of October 1. If you move from Madison after October 1, but still reside in Connecticut, you will still pay vehicle taxes to Madison. Municipalities within Connecticut do not apportion motor vehicle tax bills for portions of a tax year. If you register the vehicle in another state, contact the Assessor's office.

If you move, you must notify the Department of Motor Vehicles of your new address within 48 hours. Be sure that you request a change of address on your driver's license and on your vehicle registration(s). Post cards for this are available at the Tax Collector's Office and the Police Department. 15. What is a "supplemental" motor vehicle tax bill?

If you newly registered a vehicle after October 1 (first-time registration), you should expect to receive a pro-rated tax bill the following January. This "supplemental" bill will reflect the time from the month the vehicle was first registered, through September (the end of an assessment period).

16. My bill says "back taxes due." What does that mean?

According to office records, there may be past due taxes in your name or on the parcel of property in question if your taxes were not paid in full in a timely manner. Call 203-245-5641 for updated interest charges, if applicable. Back taxes and interest must be paid in full before payment on current bill can be accepted. Any payment you send in toward your current bill will be applied to the back taxes.

17. My real estate bill is supposed to be paid by a mortgage company. What should I do?

If this is the case, you should not receive a bill indicating the two payments due. If you do, you should immediately contact your lender and ask them to whom and where the bill should be sent so that payment will be made in a timely manner.

18. How is my motor vehicle assessment determined?

Standard price guidelines are used in determining the value of motor vehicles. Assessments for tax purposes are based upon 70% of clean retail value, as determined by the NADA book.

19. Could I be eligible for any exemptions?

You may be. The exemption categories include: Veteran; spouse of deceased veteran; blind; totally disabled; motor vehicle of a serviceman (active duty); farmers/merchants; and forest, farm and open space. 20. Are there any tax breaks for senior citizens?

Yes. If you or your spouse are age 65 or older, permanently reside in Madison (legal residence), own your home and meet certain income restrictions, you may be eligible for one or more forms of town or state-financed tax relief. Senior and Disabled Tax Programs

21. What period of time does a tax bill cover?

Motor vehicle and personal property tax bills that are due July cover the time from the previous October to the current September.

There is no statutory rule concerning the time period covered by real estate tax bills. In Madison, the real estate tax bill covers the period from July 1 to June 30. If you buy or sell real estate, an adjustment for real estate taxes will be made by the attorneys who are handling the closing. Care should be taken to ensure taxes are paid, particularly when a closing occurs within 60 days of a tax due date.

22. Do I need to save my receipts?

Yes. Taxpayers are advised to save their receipts for 15 years, the length of time during which municipal taxes are collectible. Taxpayers should retain their own payment information for purposes of claiming tax credits and filling out their federal and state income tax forms.

23. What if I think my assessment is too high?

Your first appeal should be directed to the Assessor, and then to the Board of Assessment Appeals, an elected board that meets in February and September. If you are dissatisfied with the Board's decision, you may take your appeal to the Superior Court within 2 months of the board's action. Appearance before the Board is required, but you do not need to hire an attorney. All documentation substantiating your appeal should be presented at that time.
