The Town of Madison (Town) and Madison Public Schools (MPS) invites interested organizations to respond with their qualifications and preliminary proposals to serve as a Lead Agency in designing, planning, coordinating and operating an effective and high-quality after-school program that aligns with the MPS mission of providing high-quality care to all students.
Currently, the Town operates a Before/After School Program through its Beach & Recreation Department and in partnership with MPS. Additional information on the Town’s current program can be found at www.madisonct.org/afterschool.The Town is looking to explore alternative ways to deliver this service to the public school community or enhance its existing program with new offerings; including potential off-site programming with transportation services. This could include fully outsourcing the existing program to a Lead Agency, or contracting with a third-party to offer selected new enrichment programs. The Town is also considering if or how funding through the American Rescue Plan can be used to offset programming costs.
Lead Agency partners will be invested in providing an after-school program that complements the regular school day program and supports the MPS overall goals and priorities for student
achievement, health, and wellbeing. Programming should outline the ability to provide enrichment programs or to partner with area organizations to provide such services. Selected Lead Agencies will be committed to working in close partnership with the host school site (if applicable), and the MPS administration.
Lead Agency partners will provide programming for children in grades K-5, based in three separate school buildings. The hours of operation will be 7:00 a.m. to the start of the school day; and from the end of the school day, until 6:00 p.m. The hours of operation will be longer on the days schools is abbreviated for either conferences, staff professional development, or other days as designated by the Board of Education. There will be no care for weather-related school closings or holidays.
Submittals shall be clearly marked as: RFQ Before and After School Care.
Proposals delivered after the time and date set for receipt of proposals shall not be accepted and will be returned unopened to the offeror. It is the offeror’s responsibility to ensure timely delivery of their proposal.
An evaluation team will select candidates from the submittals, review the proposals for alignment with the mission of the existing program, and determine which candidates will be interviewed for further consideration.
