The Town of Madison, Connecticut (Town) is seeking proposals from interested and qualified firms and/or qualified individual attorneys to provide legal services to the Town of Madison in the capacity of General Town Attorney, Labor Attorney, Land Use /Environmental Attorney, Bond Counsel, and Assessment Appeals. Interested parties should submit a proposal in accordance with the requirements described herein. Law firms and/or individuals must submit a proposal for each of the above requested legal services that they are qualified to provide. The Town is seeking a qualified firm that can provide a comprehensive offering of services, but may choose to select one or more candidates to provide services in each of these areas.
The Town of Madison operates under the provisions of its Charter, most recently revised on November 7, 2006, and the General Statutes of the State of Connecticut. The legislative body is the Town Meeting. The Executive body consists of a Board of Selectmen, a five-member board, with the First Selectman acting as the chief executive officer. Election to the Board of Selectmen is for a two-year term. A six-member Board of Finance is responsible for presenting fiscal operating budgets to the Annual Town Meeting. Board of Finance members are elected for four-year terms. A nine-member elected Board of Education is responsible for the operation of the school system.
The Town of Madison provides municipal services in the functional areas of Public Safety, Public Works, Land and Building administration, Health and Welfare, Beach and Recreation, and the PreK-12 Public Education System. The Town also provides significant support to the Madison Public Library, The Madison Ambulance and the two Volunteer Fire Departments.
Proposals delivered after the time and date set for receipt of proposals shall not be accepted. It is the offeror’s responsibility to ensure timely delivery of their proposal.
An evaluation team will select the candidates from the submittals, review the proposals for the evaluation criteria, and determine which candidates will be interviewed for further consideration. A satisfactory negotiation for a contract will be performed. The Final candidate(s) will be referred to the Board of Selectmen for approval. This process should be completed by May 31, 2021.
The words “Bidder”, “Offeror”, “Proposer”, “Vendor”, and “Firm” are used interchangeably throughout this RFP, and are used in place of the person, vendor, or corporation submitting a bid.
Any questions must be submitted in writing on or before Monday, April 12, 2021 at 4:00 p.m. to the contact noted below. Questions and answers, if any, will be posted on the Town’s website at www.madisonct.org/RFP by the close of Business on Monday, April 19, 2021.
