Notice is hereby given that the Commission will hold a public hearing on Thursday, November 16, 2017, at 7:30 p.m., Meeting Room A, Town Campus, 8 Campus Drive, to consider the following:
17-20+CSP. 168-178 Cottage Road. Map 32, Lots 9, 10, 11, 12, 14. C & R-2 District. Owners: Marine Ventures III, LLC & 168 Cottage Road, LLC. Special Exception Permit for a mixed-use development of 37 2-bedroom residential townhouses, retail, offices, marina and restaurant. Coastal Site Plan required. Continued from September 21, 2017.
17-29+CSP. 131 Cottage Road. Map 31, Lot 25. T District. Owner: 137 Cottage Road, LLC.; Applicant: Robert E. Dowler. Special Exception Permit Modification to allow 20 one-bedroom units and 14 two-bedroom rental units, four units to be rented at “below market rates”.
P&Z #17-31. Regulation Amendment. Applicant: Madison Planning & Zoning Commission. Proposal for the Town of Madison to “opt-out” of Connecticut Public Act 17-155, the State legislation allowing for Temporary Health Care Structures in single-family residential zones. The purpose of the hearing is to solicit public comment on the proposal pursuant to the subject Act. Unless the Town “opts-out”, the subject Act requires the issuance of permits for Temporary Health Care Structures as accessory uses that conform to standards set forth in the Act. A Temporary Health Care Structure is defined by the Act as a transportable residential structure, not larger than 500 gross square feet, primarily assembled off-site, that is owned by a caregiver or mentally or physically impaired person and used as his or her residence. The temporary structure must comply with applicable provisions of the State Building Code, Fire Safety Code, and Public Health Code. The Town may require the structure to conform to applicable zoning setbacks, building coverage, and floor area standards, and may require that such structures establish connections with septic systems and/or water, sewer and electric utilities, and be accessible to emergency vehicles. The Town may further require permittees to post a bond, and provide written evidence of compliance.
